Out-of-home-placement and other child welfare services can be costly. Services often drag on for a long time. The outcome from all of this spending is often disappointing. We believe children have a right to a system that finds a robust enough network of healthy enough relatives and then holds them accountable for keeping the children safe and meeting their needs over the long term. Children are better off when this is done well. Parents are treated better, and are often able to do better, even when it turns out that they can’t safely parent their children. Social workers don’t have to work as hard when relatives parent the children. Costs go down dramatically. More children can be protected and helped.
